A person can be both a board chairman and a CEO.

A board is mjade up of directors that are why it is otherwise known as board of directors. Directors of a company might not necessary be part of the day to day running of the company. The chairman of the board is someone who leads and presides over the board. On the other hand a CEO is the highest ranking executive director in a company. The fact that a CEO is a director automatically makes him a member of the board. Thus, a CEO being a person who holds the top most position in a company can be a chairman of the board.
